Due to the rigorous work and risk involved in the manual hospital and medical record management system which is a major problem in hospital management in Nigeria. with the rapid growth and integration of information technology in all sphere of life, it is evident that the deployment of a mobile secure hospital management system will not only transform the format of hospital management and patients medical record keeping system but will also improve security on data access of patience record in hospital management. The proposed system adopted rapid application development methodology (RAD), while carrying out analysis and design both primary and secondary method of data collection was employed. This research work on secured hospital management system was implemented using object oriented programming language PHP and mysql database. The system can aid in easy documentation, eliminate loss of patient records, reduction of time spent and errors during search and processing of patient record, easily reduces the book keeping task and thus reduces the human effort and increases accuracy and speed which can be accessed from any location with any internet enabled devices







1.1 Background of the Study

As medical care gets more and more complex and new information is already overwhelming physician’s capacity to treat patients with the latest information, physicians need new technologies to help them cope. There is great need for a digital record to allow capture of patents data that can then be processed  and  mined  for  insights  into  better  treatment  for  patents .The mobile medical record (EMR)  is the tool that promises to provide the  platform from which new  functionality and new  services can be provided for patients.In most developing countries, provision of basic preventive, promotive and curative services are a major concern of the Government. With growing population and advancement in the medical technology and increasing expectation of the people especially for quality curative care, it has now become imperative to provide quality health care services through the established health institutions in Nigeria. The importance of   technological  change   in  the  health  sector  is  a  widely  discussedtopic in the economic literature  Selder(2005) among  these changes is the introduction of Electronically Patient Report (EPR)  which can promote higher quality, lower costs, and increased patient and clinician satisfaction.Patient flow refers to progression of patients from when they enter the practice’s system by scheduling an appointment until they exit the system by leaving the office after a physician visit.In the present era of globalization and advanced technology efficient record keeping cannot be overemphasized. Imagine the scenario when the manual processes and manual modes of instruction get replaced with electronic systems.One of such replacement can be done in the area of patient’s database management system within a hospital. Developing a mobile secured hospital management system would benefit the hospital management sector in Nigeria in other for patience to have effortless access to their data securely and more easily which can be access through any mobile device. Information security is the process which describes allmeasures taken to prevent unauthorized use of electronicdata, whether this unauthorized use takes the form ofdestruction, use, disclosure, modification, or disruption.Information security and cryptography are interconnected and share the common services of protecting theconfidentiality, integrity and availability of the informationignoring data form (electronic document, printer document). In the encryption process, information securityuses cryptograph to shift the information into the cipherform which does not allow it to be used by unauthorized Personnel.

Hospitals are not excluded in record keeping. The records kept include patient data, which help to maintain patient’s medical record. The medical records must have correctly all of the patient medical history. Physicians must maintain flawless records, because this document serves a number of purposes. It serves as a communication tool. As an important source of patient information, the medical record facilitates the transfer of data to other physician involved in an ongoing treatment of patient or the transfer of patient to another physician outside the office of attending physician. It also facilitates the transfer of data health care establishment or to any other organization or individual such as insurance company or employer.

The significance of the patient health information is often taken for granted in many health institutions. Provision of quality health care for all sections of the society by making management of the public sector hospital  efficient and paperless with effective through specially designed information technology solution capable of providing online data analysis, health indicators, policy making and management tools at every level and access by authorized patience. The shift from industrial to information society has its phenomena in medicineMaass and Erikson (2006). Traditional, medicine is an information-intensive branch where patient treatment is triggered by availability diagnostic knowledge,today, health care computing or medical informatics is one of the fastest. Growing areas of information and communication technology (ICT) applications Rogresion (2000).It is a multifaceted application concerned with EPR, performance indicators, paramedical support, emergency service, computer aided diagnosis, clinical governance, research support and hospital management (Ibid).In the past decade, EPR has become an important tool for the health care providers  McDonald et al., 1999, sim et al., (2001). Use of an EPR is shown to produce or complete clinical documentation than the paper record leading to more appropriate clinical decision Barahona et al., 2001; sim et al, (2001).In addition, EPR is recognized for its potential to implement guideline based health care and to identify and limit medical errors Mikuliah et al ., (2001); Morgan et al., (1998); shiftman et al., (1999).Years ago, entry of a clinical encounter summary into an EPR meant transcription of voice files or data entry by clerks Whiting –O’keefe et al. (1988). But now, the intermediary between the clinician and EPR may no longer be needed and a great opportunity exists for streamlining clinical record keeping and increasing clinical access to medical records Johnson et al., (2004). Still, despite the increasing availability of EPR systems, anecdotal evidence suggests that its use has not been well accepted by physicians and nurses Anderson(2006), McDonald, (2010).

1.2 Statement of the Problem

This section tries to identify the different problems associated with manual methods of collecting and handling patient medical records, some of which includes Time management, rigorous retrieval process involved insecurity and privacy of patient medical history.

Other problems include:

I.It involves too much of paper work and thereby occupying a lot of space.

II.Manual method of data collection also has some anomalies such as data redundancy etc.

The absence of a well established information system to serve patient and staff has led to inconveniences. This has tantamount to the loss of patient and staff records. This is basically because of the weakness of the existing system which includes over reliance on paper based work. Paper files consume a lot of the office space, slow recording, processing and retrieval of patient details.
