The aim of this project is design and implementation cleaning and servicing portal for faculty of science university of Port Harcourt. The Problems associated with the manual system prompted for adoption of this project work. The Proposed system adopted Dynamic Systems Development Model Methodology (DSDM). The data collected were analyze and, suitable system block diagram, system flowchart, program flowcharts, input and output for the new system were designed. Finally, php, html, javascript, ajax were choose as the suitable technologies for the programming and, mysql server as the database.  To this end, the project work will curb the entire problems associated with the manual system. 1.1 Background of the Study

To attain employee loyalty, long-term viability and profitability and consequent success, institutions and organizations are placing increasing emphasis on the employee satisfaction using technologies including computer processing to make Decisions and implement programmed decision processes, Enwerem, U. M. (2005).

According to research the world is fast becoming a global village and a necessary tool for this process is communication of which telecommunication is a key player. The quantum development in the telecommunications industry all over the world is very rapid as one innovation replaces another in a matter of weeks. A major breakthrough is the wireless telephone system which comes in either fixed wireless telephone lines or the Global System of Mobile Communications (GSM). Communication without doubt is a major driver of any economy today, Rogers, (2007)

Information and communication technology (ict) is today being applied in many organizations in a wide range and operations mostly in business and organisations. This trend has provided new ways to store, process, distribute and exchange information both within companies and with customers and supplier in the supply chain. According to Smith, D. A. (2005) employee needs in this ever-changing environment are becoming the keys to attain competitive advantage.

Self-Service portals are content management solutions and they are made for end-users for allowing easier navigation within the system. As technology evolved, new computerized self service portals were developed and studied using multiple frameworks to help build and understand these systems. Online system has become a central area of research on higher education according to Cox, (2005).

Information and communication technology (ict) is today being applied in many organizations in a wide range and operations mostly in business and organisations which the University of Port Harcourt is not an exception.

Today Human Resource Management poses a big challenge to every organization as it becomes more complex with every passing day especially in the universities in Nigeria which has led to the introduction of web portals to meet technological demands as regards to improved service provision to its employers.

Pena-Lopez (2007) describes a web portal as a site that functions as a point of access to information on the World Wide Web and portals present information from diverse sources. The portal is a platform for organizations such as universities, colleges, companies to leverage and for efficient communication and other in-house operations.

It is important to provide employee with timely support when problems occur especially lecturer’s offices, residential areas, within the university. Effective employee support keeps them happy and which will make them improves their services according to Vartikka, I., (2014). Employees have more choices in today’s business activities and the targeted employees are most valuable to any university whose office cleaning service must receive a high priority within any the time of need. Programs designed to enhance employee cleaning service are normally of two types.

Self service is where the employee such as lecturers has a problem in the office, residential homes such as (power failure, replacement of Pc, air condition services etc) could be able to contact the servicing unit through a portal system to solve the problem according to Cox, M. (2005). Which can  reduce the stress encounter by lecturers in course of cleaning services.

1.2 Statement of the Problem

Employee satisfaction has been a major problem basically in Nigeria due to poor system development and organizational business approach. The world at large is struggling to increase the convenience and to reduce its basic challenges faced by employees within organizations such as the universities. The difficulty in building good employee relationship has created low confidence and trusts in many organisations today mostly our educational institutions were university of Port Harcourt is seen as one. In recent time the lecturers offices has been dilapidated and un kept as the school do not render cleaning and servicing delivering  as part of its promises to lecturers due to lack of information management and notification systems.

As a result of this scenario, the lecturers move from one place to the other as regards to their cleaning services need within the office. Most times the forms may not reach the appropriate unit and may be damage due to manual system. It is evident that the manual system of going from place to place to fill form for service request in the institution today has become obsolete. There are various shortcomings associated with it, which are as follows:

i)There is no centralized database for information storage and retrieval of information such as to know the services been rendered

ii)It is time consuming and most times services are not rendered due to poor information delivery.
